Mission
OPERAs mission is to eliminate alcohol and drug problems and
their social, health and behavioral consequences through use of evidence-based
practices; partnerships with public and private, social and healthcare
providers; and advocacy for effective budget and public policy. |

The Board of Directors is made up of the Director or Director-designee
of each member organization. The Board of Directors makes all major
policy decisions, establishes the associations budget, and elects
the members of the Executive Committee and the Chairs of each Sub-Committee.
The Board of Directors meets at least once a quarter, with an annual
strategic planning and elections meeting. |

The Executive Committee is elected by the Full Membership Board of
Directors. The purpose of the Executive Committee is to develop strategies
for implementation of membership goals and policies, and to make business
decisions for the association that are consistent with the achievement
of the mission and direction of the membership. The Executive Committee
also functions as the Legislative Committee of the association. The
Executive Committee shall ensure that close communication and coordination
is maintained with critical allies. The Executive Committee consists
of the officers: President, Vice-President, Immediate Past President,
Treasurer, and Secretary; the Legislative Chair; a rural representative;
and the Chair of each sub-committee. |
Executive Director
The Executive Director is to facilitate achieving the mission, goals
and strategic plan of the association. The Executive Director is responsible
for the day to day operations of the association, including assuring
that it is in compliance with the law, required reporting, records
management, meeting Board directives, and delivering membership services.
The Executive Director will have significant responsibilities in executing
legislative goals and strategies. The Executive Director reports directly
to the President and Executive Committee. |
Sub-Committee

There are four standing sub-committees where much of the work of the
association will take place. The four sub-committees are: Education
and Support, Treatment, Prevention, and Cultural Diversity. Though
each sub-committee is focused around a particular topic, we expect
the sub-committees to work closely with each other to make the whole
stronger. The chair of the sub-committee must be a member of the Board
of Directors of OPERA, but the membership of the sub-committee is
open to all professionals working in that critical area, whether they
work in county, state, educational, tribal, or private organizations,
or in private practice. The purpose of the sub-committee is to bring
together all the key people in Oregon that provide services and support
to prevent or treat substance abuse, regardless of the type of organization
they work in. The sub-committees can forward their recommendations
for advocacy initiatives (including legislative goals) to the Executive
Committee and the Board of Directors for adoption by OPERA. |

Education and Support Sub-Committee
The Education and Support Sub-Committee is to strengthen the quality
and professionalism of Prevention and Treatment services in Oregon. |
Treatment Sub-Committee
The Treatment Sub-Committee is to provide advocacy, outreach, and
support for treatment services throughout Oregon. |
Prevention Sub-Committee
The Prevention Sub-Committee is to provide advocacy, outreach, and
support for prevention services throughout Oregon. |
Cultural Diversity Sub-Committee
The Cultural Diversity Sub-Committee is to provide advocacy, outreach,
and support for appropriate and effective services to a range of cultural
communities. These services include both programs aimed for a particular
cultural group (Native Americans, Latinos, etc.) and for increasing
cultural awareness in all prevention and treatment services. |
