and drug treatment, prevention experts push beer tax increase

County leaders and health care experts testified throughout the Capitol
on Monday, in support of a bill that would increase Oregon's beer
tax for drug and alcohol treatment.
House Bill 2535, sponsored by Sen. Bill Morrisette, D-Springfield,
and Rep. Jackie Dingfelder, D-Portland, would increase the tax on
a 12-oz bottle or can of beer from less than a penny to 10 cents.
Oregon has one of the lowest beer taxes in the nation; it was last
raised 30 years ago.
"I don't know of anything in our marketplace that stays the same
for 30 years," Dingfelder said at a noontime press conference.
The proposal would raise $60 million a year for treatment and prevention.
It has failed in recent sessions, stymied by beer lobbyists and Republican
leadership. Small Oregon microbreweries also dislike the idea, even
though the bill exempts them from the tax.
Other legislators have introduced proposals this session to raise
taxes on beer and wine for state police. Morrisette rejected that
approach, saying general fund dollars should pay for state patrol.
The bill has been scheduled for a hearing in the Human Services and
Women's Wellness Committee, with a second referral to Revenue Committee.
Its prospects look uncertain, even with Democrats controlling both
chambers.
